Exploring how risk management resources are allocated, this book argues that the quality of the science is a key to good decision-making. The author suggests a balanced approach to policies and regulations where efforts to manage small risks are weighed against the need to control large risks. He focuses on the interaction between science and policy in decision making, using assessment and control of ionizing radiation as a model system. The author explores a new paradigm for managing small technological risks and develops three major themes: dose as a basis for management decisions; public health approach to management decision making prioritizing of risks; and precautionary principle in management decisions.
